UAE Structural Steel Codes Explained: AISC 360, Eurocode 3 and the Abu Dhabi IBC

Which design code actually governs your steel package in Abu Dhabi, how the Abu Dhabi IBC pulls special inspection into local law, and what the approving authority expects to see before fabrication starts.

Most structural steel disputes in the UAE do not start on the shop floor. They start in the first week of a project, when nobody writes down which code governs — and two parties quietly assume different answers. By the time a connection design is rejected, the steel is already cut.

This is a plain-language guide to which codes actually apply to a steel package in Abu Dhabi, who approves what, and the documents a fabricator should be able to produce on request.

Design code: AISC 360 or Eurocode 3

There is no single mandated national design code for structural steel in the UAE. In practice, design follows either AISC 360 (the American specification) or Eurocode 3 / BS EN 1993, whichever the project specification nominates. Both are accepted; what matters is that one is chosen and applied consistently.

The trap is mixing them. A frame analysed to Eurocode load combinations with connections checked to AISC capacities is not a design — it is two half-designs. If you inherit a project where the consultant designed to one code and the specialist connection designer works to another, raise it before fabrication drawings are issued, not after.

What this means for your tender documents

  • State the governing design code explicitly, including the edition year.
  • State the load combination source — codes are not interchangeable here.
  • State who carries connection design responsibility: the consultant, or the fabricator as a delegated design.

The Abu Dhabi IBC and special inspection

Abu Dhabi adapts the International Building Code. The significant consequence for steelwork is that it brings AISC 360 and IBC special inspection requirements into local law — meaning inspection of the steel package is not merely a contractual nicety, it is a regulatory expectation.

Practically, that means an independent inspection regime covering shop fabrication and site erection: weld inspection, bolt installation verification, and material traceability. Budget for it at tender stage. Projects that treat third-party inspection as an afterthought discover the cost at the worst possible moment — when structure is already standing and access is expensive.

Dubai runs a parallel arrangement through the Dubai Building Code, which recognises international design codes while setting its own approval and inspection requirements.

Approval authorities

Building projects route through the relevant municipal authority — the Department of Municipalities and Transport (DMT) in Abu Dhabi, or Dubai Municipality in Dubai. Oil and gas work carries an additional layer: operator specifications. ADNOC publishes its own structural steel supply, fabrication and erection specification, and where it applies it typically sits above the general building code in the hierarchy.

Read the order of precedence clause in your contract. When an operator specification, a project specification and a design code disagree, that clause decides which one wins — and a fabricator who works to the wrong one produces compliant-looking steel that still gets rejected.

Fabricator-side standards

Design codes tell you what the structure must resist. A different set of standards governs whether a fabricator is competent to build it:

  • ISO 9001 — the general quality management system.
  • ISO 3834 — quality requirements specifically for fusion welding. This is the one that matters for welded structures, and it is the standard most often missing from an otherwise tidy prequalification pack.
  • EN 1090 or AISC certification — execution of steel structures, including the execution class (EXC1 to EXC4) appropriate to the consequence of failure.
  • ESMA / EQM conformity marking for construction products placed on the UAE market.

A fabricator should also be able to show a demonstrable third-party inspection capability — either in-house qualified inspectors or a standing arrangement with an accredited agency. Read our note on WPS, PQR and welder qualification for what sits underneath an ISO 3834 claim.

Fire protection is a separate approval

Steel loses strength as it heats. The UAE Fire and Life Safety Code drives fire protection ratings and material approvals for structural steel, and the approved product list is not optional — a coating that performs well elsewhere but is not approved locally will not pass. This is covered in more depth in our guide to fire protection for structural steel in the UAE.

A short pre-fabrication checklist

  1. Governing design code and edition — named in writing.
  2. Order of precedence between operator spec, project spec and code.
  3. Execution class for the structure.
  4. Connection design responsibility, with a named responsible engineer.
  5. Inspection and test plan (ITP), approved before the first cut.
  6. Welding procedures qualified for the actual material grades and thicknesses.
  7. Material traceability method — heat numbers through to erected member.
  8. Fire protection system with local approval evidence.

Settle those eight points and most of what goes wrong on a steel package has already been designed out.
