ICV Certification for Steel Fabricators: How It Decides Your ADNOC Bid Score
An uncertified vendor scores 10% on the mainland and zero outside the UAE. With ADNOC committing AED 220 billion to ICV-linked spending through 2030, that gap decides tenders.

If you are buying fabricated steel for an ADNOC facility, or supplying into one, In-Country Value is not a box to tick at the end of prequalification. It is a weighted commercial factor that can move a bid from first to third on price alone.
What ICV actually measures
The National In-Country Value programme measures how much of a company's total spend and activity is retained inside the UAE economy, expressed as a percentage score. It is governed by the Ministry of Industry and Advanced Technology (MoIAT) and has been adopted by ADNOC along with a wide group of other government and semi-government entities.
The score is built from a defined set of components:
- Local procurement — goods and services bought from UAE-based suppliers.
- Emiratisation — salaries and benefits paid to UAE nationals.
- Expatriate workforce contribution — counted at a reduced weighting relative to Emirati salaries.
- Investment in country — property, plant and equipment held in the UAE.
- Manufacturing value — for holders of an industrial licence.
- Bonus credits — up to around 5% for export revenue, growth in Emirati headcount, and investment growth.
For a fabricator, the structure of that formula has an obvious implication: owning your plant and doing the work in country scores. Buying finished assemblies from abroad and re-selling them does not.
The number that decides tenders
Here is the mechanic that procurement teams need to understand. A vendor without a valid ICV certificate does not simply lose a few points. They are assigned a default: approximately 10% if they are UAE mainland, and zero if they are outside the UAE.
Against a certified competitor scoring meaningfully higher, that default is very difficult to overcome on price. And the spend at stake is not marginal — ADNOC has committed in the order of AED 220 billion to ICV-linked procurement through 2030.
The consequence flows down the chain. If you are a main contractor, your own ICV score is affected by the ICV performance of the suppliers you buy from. Choosing an uncertified fabricator to save a little on a steel package can cost you more on the next tender than you saved on this one.
How certification works in practice
Companies do not apply to MoIAT directly. Certification runs through empanelled certifying bodies — the list includes the major audit firms such as Deloitte, KPMG and PwC — which verify financial data and calculate the score.
Practical parameters:
- Basis: audited financial statements. Your accounts are the raw material for the score.
- Validity: typically 14 months from the date of issuance of the audited financial statements — not from the date the certificate itself was issued. This catches companies out. A certificate that looks recent may be close to expiry because the underlying accounts are older.
- Processing time: commonly in the range of 7 to 14 working days once documentation is complete.
- Cost: broadly AED 500 to AED 10,000 depending on company size and complexity.
What buyers should verify
- Ask for the certificate itself, not a statement that one exists.
- Check the validity date — and remember it is driven by the audited accounts date.
- Check the issuing body is empanelled.
- Check the legal entity named on the certificate is the entity you are contracting with. Group certificates do not automatically cover every subsidiary.
- Build re-verification into long contracts. A certificate valid at award may lapse mid-project.
What fabricators should do about their score
The score responds to real structural choices, not paperwork:
- Keep processes in house. Owning CNC profiling, fabrication and finishing capacity raises the manufacturing and investment components — and shortens lead times. See our in-house capabilities.
- Buy locally where the quality is equal. Local procurement is a direct input.
- Invest in Emirati recruitment and development. Emiratisation carries the heaviest per-dirham weighting in the formula.
- Get the audit timing right. Because validity keys off the audited accounts date, letting an audit drift quietly shortens the life of your certificate.
The wider compliance picture
ICV sits alongside, not instead of, technical certification. A high ICV score with no ISO 3834 welding quality system will not get a structural package approved, and vice versa. Our guide to ISO 3834 and EN 1090 covers the technical half of the prequalification pack.
